Tuguegarao City, Cagayan Valley โ March 24, 2025 โ The Department of Agriculture Regional Field Office (DA RFO 2), became the focal point of the nationโs livestock sector as it hosted the first day of the five-day 1st Quarter National Livestock Program (NLP) Assessment.
Livestock focal persons from across the country converged to evaluate progress, strategize, and forge stronger collaborations for the advancement of the industry.
The event was graced by key dignitaries, including NLP Director Dr. Claro Mingala, NLP Deputy Director Dr. Noverlee Calub, DA RFO 2 Regional Executive Director Dr. Rose Mary G. Aquino, and RTD Dr. Roberto C. Busania, Agricultural Training Institute OIC-Director Dr. Clarisse Alaska and Representative from Philippine Carabao Center Mr. Celso Quinen.
Adding a modern touch to the proceedings, Undersecretary for Livestock Program Dr. Constante J. Palabrica delivered a powerful message via a recorded video, emphasizing the importance of the assessment in achieving national livestock goals.
Dr. Rose Mary G. Aquino, in her address, highlighted the significance of the quarterly assessment. “This quarterly assessment is an opportunity for us to take stock of our progress, identify areas for improvement, and align our strategies to address the emerging challenges and opportunities in the livestock sector,” she stated.
She further urged the participants, “Let us work together to strengthen our livestock industry, improve the lives of our farmers and communities, and contribute to the country’s food security and economic growth.”
A significant highlight of the day was the launching and signing of the Memorandum of Agreement (MOA) for the Youth-Based Artificial Insemination Training Program. This innovative program, set to be held at the Southern Cagayan Research Center Annex in Maguirig, Solana, Cagayan, in June 2025, aims to empower the youth in the livestock sector by equipping them with technical and essential skills in Artificial Insemination.
NLP Director Dr. Claro Mingala emphasized the complexity and importance of the livestock industry. “Livestock is just one commodity but with many species,” he remarked, underscoring the need for a unified approach. “So, let us all work together para sa ating mga magsasaka at sa buong bansa.โ
The first day of the assessment set a collaborative and forward-looking tone for the following days.
Participants are expected to engage in in-depth discussions, workshops, and planning sessions to ensure the effective implementation of the NLP’s objectives.
