In a simple turn-over ceremony held on June 4, the Department of Agriculture – Regional Field Office No. 02 (DA-RFO 02) welcomed and briefed its new Resident Auditor, Ms. Emerlinda D. Mabunga.

Auditor Mabunga had replaced Auditor Silvestra M. Malaki who stayed in DA-RFO 02 for over a year.

Representing Regional Executive Director Lorenzo M. Caranguian, Regional Technical Director for Operations Robert B. Olinares expressed his acknowledgment to Auditor Malaki for the support that led to the decrease of Audit Observations Memorandum (AOM) received by DA-RFO 02 during her stint.

“As compared to previous years, we got lesser AOMs with you as our Resident Auditor,” he said.

Auditor Malaki also gave her thanks to the DA-RFO 02 management for the good working relationship that she experienced with them.

“For the few disallowances that we issued, I would like to inform you that these are just normal auditing process so we can improve more in our operation,” she said.

“Trabaho lang po ang mga iyon.”

For her part, Auditor Mabunga hopes to achieve a smooth and fruitful stay with DA-RFO 02.

“Thank you for the warm welcome that you extended to me and my staff,” she said.

“Rest assured that I will be supportive to the realization of the vision of this department.”

“You should be happy because of these two auditors today,” said Regional Supervising Auditor Jovito T. Ilagan, in his inspirational message.

“Dapat masaya kayo dahil nagkaroon kayo ng “malaking” Auditor. At ngayon naman, ay umaasa ako na magiging “mabunga” ang inyong pagtatrabaho sa bagong Auditor ninyo.”

Ilagan challenged the officials and employees who witnessed the turn-over to keep embracing changes in the bureaucracy.

He explained that there is a need to be resilient to the needs of the times for them to be more effective as public servants.

Ms. Kay Olivas, Chief Planning Officer, Mr. Macario Andal, Budget Officer, Ms. Betty Tamaray, Personnel Officer and Mr. Freddie Corrsino, Focal Person of Philippine Rural Development Project (PRDP) gave presentations on manpower complement, programs and services, budget and special concerns.
