Sto. Niño, Cagayan — The Department of Agriculture-Regional Field Office No. 02 (DA RFO 02) formally turned over the P10 million worth Community Based Swine Clustering Project under Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Project and a Multi-Crop Drying Pavement (MCDP) with shed to the Southern Cagayan Farmers Multi-Purpose Cooperative (MPC) on Thursday, May 15, 2026, at Nag-uma Santo Niño, Cagayan.
The turnover ceremony marked the official transfer of the INSPIRE swine production facility and the MCDP with shed to the farmer-cooperative, aimed at boosting local hog production and post-harvest operations in southern Cagayan.
The INSPIRE Program is DA’s calibrated repopulation initiative to recover the swine sector’s capacity to locally produce sufficient supply of hogs and pork. The project typically includes a climate-controlled finisher operation facility, pig pens, office and bunkhouse, silo, perimeter fence, and other support structures for biosecured swine raising.
Alongside the swine facility, DA RFO 02 also turned over a Multi-Purpose Drying Pavement (MCDP) under Corn Program with shed at the cooperative compound at Centro Sur, Santo Nino.
MCDPs are among the agricultural infrastructure provided by DA RFO 02 to farmer cooperatives andp associations to aid in drying palay and other crops, especially during harvest season. The shed component provides covered space for drying and storage during inclement weather.
The INSPIRE and MCDP interventions align with PBBM’s thrust to strengthen farmer cooperatives and associations by providing production and postharvest facilities, enabling them to engage in value-chain operations from production to processing.
Municipal agriculturists, agricultural extension workers, cooperative members, farmers, and other agri-stakeholders attended the ceremony.
Southern Cagayan Farmers MPC, based in Santo Niño, Cagayan, will manage and operate the facilities to serve its members and neighboring farmers.
The May 15 turnover is part of DA RFO 02’s continuing rollout of agri interventions to farmer cooperatives across Cagayan Valley to increase farm productivity, improve income, and support the agency’s food security agenda.
“The project is a manifestation that the government has not forgotten smallholding farmers like us, pushing our limits to make our cooperative work for the community,” Mr. Raul R. Prudenciano, manager of Southern Cagayan Farmers MPC said in his words of gratitude.
The momentous event was attended by Dr. Roberto Busania, RTD for Operations and Extension representing RED Rose Mary G. Aquino, Dr. Bryan Sibayan, Dr. Judith Tattao, Engr. Robert Simeon, Cooperative Development Officer, GSO representing Mayor Vince Pagurayan and Ms. Rosalie Tumaneng, Municipal Agriculturist.
