The Cagayan Valley IPLAN Component of the Department of Agriculture – Philippine Rural Development Project (DA PRDP) conducted a Workshop on Provincial Commodity Investment Plan (PCIP) and Reorientation on the IPLAN Operations Manual on January 19-20, 2022, at the Zen Hotel, Santiago City.
The activity aims to refresh and familiarize the new and old members of Provincial/City Project Management Implementation Units (P/CPMIU) of the five provinces and one chartered City in Cagayan Valley.
Kay Olivas, Planning, Monitoring, and Evaluation Division Chief, IPLAN Component Head, and Social and Environment Safeguard Unit Head, said that since 2014, the DA PRDP had facilitated the preparation of PCIPs of all provinces in the country.
“These investment documents have been the main basis of identifying and developing subprojects in IREAP and IBUILD components. Furthermore, the use of PCIP has gone beyond DA-PRDP,” Olivas said.
These have been instrumental in leveraging resources to support the agricultural sector in funding interventions needed to upgrade the value chain of priority commodities and are now funded by other fund sources outside DA PRDP.
The module also included presenting the essential features of the draft enhanced Operation Manual of the IPLAN.
Regional Executive and Project Director Narciso A. Edillo lauded the IPLAN component in spearheading the activity to help the local government units implement this Project since the Additional Financing 2 had already been approved. “I am incredibly thankful for your support to the Project. Unfortunately, I cannot carry out this Project alone, so with our robust partnership we will attain our goal to help the fishers and farmers in our region,” said Edillo speaking to the P/CPMIU, DA RFO2 Commodity focal persons, Engineering Division staff, and other stakeholders present.
